Kay Kavus returned to Pars and spread joy and justice throughout the world. He settled on his throne, dedicating himself to happiness and feasting. He sent wise and capable heroes to govern different regions, dispatching armies to Marv, Nishapur, Balkh, and Herat. The world became so filled with justice that the wolf turned away from the lamb. Due to his immense wealth, beauty, and glory, even fairies and wild beasts became his subjects. The great kings of the world submitted to him and became his soldiers. He entrusted the role of World Champion to Rustam, acknowledging him as the source of all good fortune. Kavus then built a magnificent structure in the Alborz mountains, a task that exhausted the demons. He ordered two stables carved from solid rock, each ten lassos long, with steel pegs and stone pillars, to house his war horses and camels. He built two crystal palaces inlaid with emeralds for feasting and relaxation, where the body could be nourished. He also constructed two silver armories for his weapons. For his own residence, he built a golden palace sixty cubits high. In this palace, the seasons were indistinguishable; there was no difference between summer and winter. The air was perfumed with ambergris, and the rain was like wine. The halls were decorated with rubies and turquoise. It was always spring there, and the flowers were as beautiful as the cheeks of beloveds. Pain, sorrow, and trouble were banished, and only the demons suffered from his punishment. However, his good fortune and justice eventually lulled him into a dangerous complacency.
